The Maximal Negative Ion of the Time-Dependent Thomas-Fermi and the Vlasov Atom

Abstract

We show an atom of atomic number $Z$ described by the time-dependent Thomas-Fermi equation or the Vlasov equation cannot bind more than $4Z$ electrons.
