Abstract

Gyrokinetic turbulence is subject to the constraint that the turbulent charge flux vanishes. This is interpreted, in detail, as arising from momentum conservation at the fluctuation scale. There are beautiful and deep analogies with the classical transport from Coulomb collisions.
