Suppressed $\te_{13}$ In A Democratic Approach

Abstract

Within a democratic approach based on discrete symmetries, we show how the charged lepton mass hierarchies and bilarge neutrino mixings can be realized. For the third mixing angle we find $\te_{13}\sim \sq{\fr{\De m_{\rm sol}^2}{\De m_{\rm atm}^2}}\sim 0.1-0.2$.
