This article has been withdrawn by the author as peer review found that a computational error invalidates the main conclusion of the paper. Nothing about cosmology can be concluded from the observed parameters for GB971214 alone. I have included a table with the correct luminosity distances for GB971214 at the correct redshift of z = 3.418
