Abstract
We point out that the time reversal invariance, which was further interpreted by Velazquez et al. using the behaviors of EcI and σI2, can not be the origin of the 0 g.s. dominance, as was pointed out previously by Bijker et al, and that the discussion by Velazquez et al. using a displaced TBRE is not true in general.
